To be eligible for an apostille, an Arkansas divorce record must be either a certified copy of the divorce judgment issued by the county where the divorce was finalized or a divorce certificate issued by the Arkansas Department of Health’s Vital Records office.
A notary public may not certify a photocopy of a document that is a vital record or a public record.
