California
California apostille requirements for diplomas and transcripts
To be eligible for California apostilles, academic documents such as diplomas, transcripts, verification letters and general school records issued by high schools, colleges, and universities of California, must be certified by a school official (Registrar, Principal, etc.), and notarized prior to be presented for an apostille. Remotely notarized documents: California law requires a person to appear personally before a notary public to obtain notarial acts like acknowledgments or jurats. This means the party must be physically present before the notary public. A video image or other form of non-physical representation is not a personal appearance in front of a notary public under current California State law.
Electronically notarized documents: California notaries public are authorized under current law to perform notarizations on documents electronically as long as all the requirements for a traditional paper-based notarial act are met, including the use of a seal for all but two specific documents used in real estate transactions.

Connecticut
Connecticut apostille requirements for diplomas and transcripts
Certification: Diplomas may be school- or student-certified. Transcripts may be school-certified only. A Connecticut notary may not make a certified copy of a school transcript or diploma.
Student record documents to be used in another country must be prepared for use in all of the following ways:
(1) The documents must be certified and signed with an original signature by an appropriate school official (or by the student, in the case of diplomas only)
(2) The signature of the school official (or student, in the case of diplomas only) must be properly notarized by a Connecticut notary public
(3) The notary must type or print a jurat statement on the document, near the school official's signature.

Remotely/electronocally notarized documents: Remotely/electronocally notarized documents are not acceptable for apostilles. To receive an apostille from the Secretary of the State in Connecticut the document in question must be signed in ink by both parties.
Connecticut state law does not require that notaries obtain and use a seal, or rubber stamp. Even though the use of a seal is optional, state law does prescribe the format of the seal to be used. The notary seal must include the notary's name as it appears on their certificate of appointment, the words "Notary Public" and "Connecticut".
When using the seal, the impression should be affixed near, but not over, the notary's signature. The stamp bearing the words "My Commission Expires" should be placed below the notary's signature and the notary must write in the date on which their commission expires, unless the date appears on the stamp.
Certification by the student: Only the student who has the original diploma in his/her possession, or the school that issued the diploma can certify that a copy of a diploma is a true copy of the diploma issued to the student. A Connecticut notary may not make a certified copy of a school diploma.
